California High Speed Rail Program Delivery Support Services

The approximately $30 billion California High-Speed Rail Merced to Bakersfield Design-Build project includes the 119-mile Central Valley construction segment running from Madera to Bakersfield. This segment is anticipated to be operational between 2030 and 2033 and will be the first operational segment of the High-Speed Rail that will ultimately extend 800 miles from Sacramento to San Diego. The project scope included the construction of the guideway and associated infrastructure such as viaducts, road over and underpasses, irrigation systems, canal crossings, and wildlife crossings.

Key Project Features

 The project is broken down into 3 construction packages:

  • Construction Package 1 (CP1) – Merced to Fresno: 32-mile stretch between Avenue 19 in Madera County to American Avenue in Fresno County south of the City of Fresno.
  • Construction Package 2-3 (CP2-3) – Fresno to Bakersfield: 60 to 65-mile stretch between American Avenue in Fresno County to one mile north of the Tulare-Kern County Line at Avenue 8.Qualities
  • Construction Package 4 (CP4) – Fresno to Bakersfield: 22-mile stretch between Avenue 8 approximately one mile north of the Tulare/Kern County Line at the terminus of CP2-3, and Poplar Avenue to the south.

Impact: Work Performed

  • On the Program Delivery Support team, Keish staff oversaw an environmental permitting task force for Construction Package 2-3 of the IOS (65 miles of track from East American Avenue in Fresno to the Tulare-Kern County line, which includes 36 grade separations in three counties, including viaducts, underpasses, and overpasses).
  • We provided oversight of environmental compliance, including compliance with the Clean Water Act, Clean Air Act, Endangered Species Act, CEQA/NEPA on behalf of the California High-Speed Rail Authority. This includes review, support, and quality assurance of construction submittals such as the Environmental Compliance Plan, Storm Water Pollution Prevention Plans (SWPPPs), and the Dust and Emissions Control Plan.
  • KeishEnv field staff reviewed the filed inspection reports and documented conformance with SWPPPs and NEPA/CEQA requirements.
  • Staff prepared in-depth audits of documentation to demonstrate compliance with environmental commitments.
  • Keish staff also provide program-wide GIS services.
